I have also encountered this situation. The copper laying frame is displayed, but it has actually been laid. However, due to version issues, it is sometimes not displayed. You can select and remove all the copper laying and try laying it again.

You can re-paste, select the copper and then right-click. Click Polygon Actions and then click Repour Selected to redraw the currently selected copper, and click Repour All to redraw all copper.
