How to implement TCP/IP protocol stack on ARM (without operating system) [Copy link]

I need to implement VoIP voice data packing, unpacking, and sending and receiving functions on LPC2388. According to my idea, it is convenient to directly use the TCP/IP protocol stack provided by the embedded system. My boss does not allow me to use the operating system, saying that direct control is more controllable. What should I do without the operating system? Please give me some advice^!^
