I'm really depressed. I've made a few boards recently. I encountered this problem. I used F28015, and I didn't have this problem in previous product designs.
Now I've made a few new boards, but I have this problem. The schematics are the same. I wonder if any expert has encountered this problem before.

There is no clock input. Check whether the output clock pin (xclkout) has a normal clock frequency output.

I have checked it with an oscilloscope, and the input clock is there.
And it can run normally after soldering it to the printed circuit board with the program burned in. It can also be burned again

What is the output clock frequency? What is the external crystal oscillator frequency?

I have 3 28027 chips on a board, and one of them has the problem as described in the title. The schematics are the same, and the software is the same (JTAG is independent).
