I have also encountered this problem.
But it is unstable, sometimes good and sometimes bad. It may be a chip problem.
At first, it couldn't be burned on my colleague's machine.
I tried it on my machine, and it worked. After burning it a few times, it didn't work again. It was the same problem.
Later, I forgot about it. Haha

Try short-circuiting the chip's VCC to ground.
