This circuit uses capacitive coupling between the phototransistor and the bipolar transistor, so it only responds to intermittent or rapid changes in light, and has no effect on slow changes in ambient light caused by clouds or sunrise. When a flash occurs, the relay is closed; when the light is removed, it is released.
