[MCU] Minimal system design based on stm32

Overview

# Description
This is a minimal system design based on STM32F411RCT6. It has serial download and SWD download interfaces. Select the corresponding download method by setting the BOOT pin. The default is SWD download. The

AMS117 LDO linear regulator is used to generate 3.3V voltage to power the microcontroller. .
