HAL library version balancing car base (with DC-DC, modular design)

Overview

In order to reduce expenses, a modular design is carried out.
Note: The spacing between the female rows of the STM32C8T6 in the open source engineering PCB may be 2.54mm longer than the common "little blue pill" on the market. This needs special attention. *However, I have added a universal version in the attachment, so just download the attachment (open the professional version).
