There is nothing complicated here. All sound effects are generated by the IC, which is amplified by the transistor at pin 3 and drives the speaker. A 56 ohm resistor and 8 ohm speaker can be replaced by a 64 ohm speaker.

2 pole 4 way switch controls sound effects. Position 1 (drawn) is a siren, position 2 is a fire truck sound, 3 is an ambulance and position 4 is a machine gun effect. This IC has been discontinued.
