The logic part includes sequential logic, direction, output enable (OUTPUT EN-
ABLE) control and reset functions. Logic power supply VOD is recommended to use +.sv. When pin 15 OE
is high level , all four outputs (pins 1, 3, 6, and 8) are in cut-off state; when it
is low level , the output state depends on the sequence logic.
