The first step is to find a photo of the snowflake lantern from a suitable angle.

Import the screenshot photos into SW as a reference
Then simply outline the shape, then mirror it up and down, then make a circular array, then cut off the excess lines and stretch them to look like the following
After checking it, it looked okay, then I made a engineering drawing, dragged the upper view to the engineering drawing, and then saved it and exported it to DWG format.
Open this DWG file in CAD and save as DXF format
Come back to Lichuang EDA to import the DXF file as the border layer
Then the border is ready! Import all the lights into the PCB and then layout them. If the drawing is stuck, you can turn off the real-time DRC detection and unnecessary layers.
