PCIe card splitting: X16 to X8+X8, X8 to X4+X4

Overview
The project description
is mainly modified from https://oshwhub.com/oldmonster/CEM4NGFF_GEN4_EVM.
Originally planned for ASUS P9D motherboards,
the X16 split (X8+X8) PCB has an overall height of approximately 46 mm, with standard spacing between the two PCIe slots and a 90-degree rotation. The X8
split (X4+X4) PCB has an overall height of approximately 46.8 mm, with standard spacing between the two PCIe slots and a 90-degree rotation.
Both have been prototyped at JLCPCB SMT. The X8 split (X4+X4) has been verified on a machine. The X16 split (X8+X8) cannot be verified due to lack of equipment. We welcome experienced developers to verify and provide feedback (it should be fine). --- 2024/08
